On 14 June 2017, a fire broke out at Grenfell Tower, a 24-storey residential tower block in West Kensington, London. Starting on the fourth floor, the fire quickly
spread throughout the building and resulted in 72 fatalities. Following the fire, the Government asked Dame Judith Hackitt to lead an independent review of Building Regulations
and fire safety. The review’s final report, Building a Safer Future1, was published on 17 May 2018.
The review found the current system of building regulations and fire safety to be not fit for purpose and that a culture change was required to support the delivery of buildings that are safe, both
now and in the future. In response the Government introduced the Building Safety Act 2022. The objectives of the Act are to learn the lessons from the Grenfell Tower fire and to remedy the systemic issues identified by
Dame Judith Hackitt by strengthening the whole regulatory system for building safety.
This briefing note explains the requirements of Part 3 of the Building Safety Act 2022, the amended Building Act 1984, the amended Building Regulations and the Building (Higher-risk Buildings
Procedures) (England) Regulations 2023.
