APS members are supported by a small, dedicated professional team at headquarters in Edinburgh. The team puts on membership events and delivers training and support for members everywhere as well as taking care of the day to day business of running the organisation. Sofie Hooper joined APS to advance its role as a leading professional body providing a centre of competence and excellence for the broader built environment community on all things Building Safety and Health and Safety risk management.

Sofie focuses on policy, strategy development, and collaborations with other professional bodies, political stakeholders, members and business partners.

Past membership experiences include Head of Policy and Research at IWFM, where she led the wider policy and public affairs work, helping to raise the voice of the Institute, its members and the wider sector. She also led on its research agenda and was responsible for the delivery of its technical publications. She translates best practice into policy and strategic objectives and engages with stakeholders to ensure best practice is taken on board.

Post-Grenfell, she spearheaded the Institute’s Building Safety policy strategy, she co-authored the key industry post Grenfell report Safer people, safer homes: Building Safety Management and provided regular liaison with the Building Safety Regulator, the Ministry of Housing, Communities and Local Government and other key policy units.

Sofie is a founder Director of the Building Safety Alliance, a cross-sector collaboration working to improve holistic building safety competence across the occupation phase. APS is also a founding member.

Outside of work, Sofie loves spending time with her family, reading and swimming and learning Portuguese.

Nicola Lally is the Head of Operations at APS and has been a key member of the association since October 2009. She oversees APS’s day-to-day operational activities, managing its Finance, HR, and operational functions while serving as the Company Secretary. Nicola is also a member of the APS Finance Committee and Board Secretariat, ensuring the smooth governance and financial oversight of the association.

A member of the CIPD, Nicola plays a crucial role in ensuring APS runs smoothly and efficiently. She was instrumental in delivering the association’s new website and continues to lead the next phase of operational development at HQ. With a strong background in administration, sales, and recruitment, Nicola brings extensive expertise to her role, ensuring efficiency and progress within APS. Outside of work, she enjoys going to the gym, socialising, and spending time with her family.

Debbie looks after the financial and management accounting of the APS business. Sheena joined APS in February 2016, bringing with her a wealth of experience from her previous role. Over the last few years,  Sheena has been a vital part of the operational side of the APS business, providing support across multiple departments and supporting our regions, CEO and HQ staff.

She is now a valued member of the Membership Team, where she oversees new member applications, responds to enquiries, and actively connects with members to gather feedback and enhance their overall experience.

Based in the scenic Scottish Borders, Sheena enjoys spending time outdoors with her dog, Ollie. She’s known for her love of long walks and indulging in the occasional pampering session at the nail and hair salon.

Laura first joined APS in 2006 as Events Co-ordinator and spent over 11 years contributing to the success of the association’s events programme. After a brief period away from APS working in the charity sector as an Events Fundraiser, she returned to APS in December 2020 in a newly created role focused on communications, marketing, and events.

Since her return, Laura has overseen the rapid growth of the department, particularly in response to the evolving landscape post-COVID. She leads on all marketing and communications output, working across various channels to raise awareness of APS and its work.

She is also responsible for membership development, supporting the retention of existing members and driving engagement with potential new members through targeted communications and events.

Outside of work, Laura is a busy mum to two teenage boys and spends most weekends cheering them on from the sidelines at football matches, something she absolutely loves.

Ellie supports marketing and communications at APS, combining her background in design and construction with a passion for creativity and storytelling. Formerly an interior designer and project manager, she transitioned into marketing to blend her creative strengths with strategic communication - making APS a perfect fit.

She enjoys the balance the position offers between creative thinking, problem-solving, and organisation.

Outside of work, Ellie creates commissioned artwork, explores Edinburgh, and visits her family in the Middle East whenever she can.

Charlotte brings 16 years of hospitality experience before transitioning to a career in events after Covid. She has spent the past three years coordinating events for the Scottish Women’s Institutes, a national membership organisation, gaining experience in planning and delivering a wide range of events for members throughout Scotland. This has given her valuable insight into engaging and supporting members through online and in-person events. She enjoys the variety her role offers, balancing event coordination, organisational skills, and creative problem-solving.

Outside of work, Charlotte is a devoted spaniel mum who loves long walks, great food, and socialising.

Lois is APS newest member of the team, bringing great energy, strong communication skills, and a real enthusiasm for learning.

This is Lois first main role after gaining experience in customer service and social media, and she’s quickly become a valuable part of the day-to-day running of the office.

Before joining us, Lois worked as a barista at Starbucks, where she built a reputation for excellent customer service and team support. She’s also worked in social media, helping to manage content and assist with event planning for a networking company.

Lois recently spent time travelling, which helped her build confidence, independence, and a fresh perspective. She's adaptable, great with people, and always happy to get stuck in wherever she’s needed.

In her spare time Lois likes to explore new destinations and is always planning her next trip. She enjoys socialising with friends and taking her dogs for long walks. 

Our Board

The Association for Project Safety is a company limited by guarantee and our activities are overseen by directors who are elected from within our membership. The chair of the board of directors is the association’s president – currently Mark Snelling – who serves for a two-year term which changes over every second October.

Mark Snelling MCIOB, CertIOSH, FAPS, started in construction, setting up his own construction health and safety consultancy in 1995. He is President of the Association for Project Safety, a founder director of the Building Safety Alliance and the health, safety and fire consultant to the Property Institute. Since 2021 he has worked in building safety providing guidance, consultancy and training to professional bodies and others.  His current focus is on competence and competence management which has included his membership of British Standards Institute [BSI] steering committees developing competence frameworks and standards including BS8670, PAS 8671, PAS 8763, and BS 8674. He is a member of the new industry organisational capability standard steering group and BSI’s CPB/1 Committee which is responsible to the BSI Standards Policy and Strategy Committee (SPSC) for standardization needs for competence in the built environment.

Bryn Wilde has been involved in CDM since 1994 and joined the APS Board in 2019. Bryn has worked as a planning supervisor, in CDMC roles and as a principal designer and client advisor.

Bryn is a keen believer in minimising bureaucracy and reducing the need for irrelevant paperwork on projects. He has always taken a keen interest in regulatory development and its practicable implementation.

Bryn works with small companies to assist them apply construction regulations pragmatically and proportionally to projects of differing size and complexity.  provided an insight into the frustrations and issues with the regulations on smaller sites.

Stefan Mordue is a Chartered Architect, construction project manager, and award-winning author with over 20 years’ experience across architecture, project delivery, health and safety, and digital transformation. His career spans professional practice, consultancy, education, and governance, with a consistent focus on improving safety outcomes through better design, collaboration, and information management.

Stefan is Senior Manager for Education and Partnerships at Bentley Systems, where he leads global initiatives connecting academia, industry, and public bodies to promote safer, more sustainable infrastructure through digital innovation. He has previously served as Academic Director for a Global Master’s in BIM Management, an internationally delivered postgraduate programme, providing strategic oversight and developing partnerships aligned with professional standards and competence development.

He is co-author of BIM for Construction Health and Safety (RIBA Publishing), a publication commended by the Health and Safety Executive and CPD-approved by the Association for Project Safety. He has contributed to CIOB guidance on AI and digital twinning.

Alongside his professional work, Stefan brings extensive governance experience, including nearly eight years as a co-opted school governor and Vice Chair of the CIOB Digital and Innovation Panel. He is committed to supporting APS in strengthening professional competence, embedding safety through design, and helping the industry respond pragmatically to regulatory and technological change.

Stewart has 30+ years’ experience in the construction industry. He has a degree in Fire Risk Engineering from Glasgow Caledonian University. During his studies he also attended seminars at Maryland University and had the privilege of being tutored by some of the most widely respected experts in the fire engineering sector.

Stewart began his career in building standards before moving into the warranty sector. Then stepping out into construction as a site manager. To gain experience in site management and health and safety. This broad experience has given him a greater understanding of the house building industry from all perspectives.

He currently works with Bureau Veritas as an independent construction assessor as a regional manager for the Scottish and Northwest covering many aspects of construction and building safety. He has been involved with CABE since 2001 and has played an active part in the Scottish regional committee for the past 14 years.

Stewart has a desire for better quality and safety within the built environment and believes this must be addressed and developed by dialogue with the politicians.

Entering the construction industry on the £800m St Pancras Extension and refurbishment project in 2001, Peter gained nearly 4 years of onsite construction experience before becoming a consultant. Peter has been involved with a wide range of Client organisations throughout various business sectors, with projects ranging from New Build to Refurbishment.

Director of the National Members Regional Group (NMRG) for the Association for Project Safety (APS), Sponsor of APS London Branch and Secretary of the London IIRSM Committee, Peter takes a leading role in the provision of our CDM Consultancy Services.

Peter has been involved in the updating of the CDM Policy and Procedures and has advised numerous Clients on CDM 2015. Peter has an open and versatile approach to the role of CDM Consultant, allowing him to work with Clients, Contractors and Consultants of all sizes and complexities.

Peter was the Chair of the London APS Committee and is focused on helping to help give a voice to the grassroots members at board level and is honoured to have recently been voted by the NMRG to stand as Director on the board.

Peter is a Partner at Leslie Clark taking a leading role in the provision of CDM Consultancy Services. An accomplished CDM Consultant with extensive experience in the commercial, industrial, leisure and retail sectors, Peter has an open and versatile approach to CDM compliance, allowing him to work across projects of varying size and complexity.

My Name is Ceri Camilleri, and I am the elected Director for Education and Training for the APS.

I started out my career in the public sector. I enjoyed being a primary school teacher and Senior Manager for 20 years, first in Manchester then London then Cardiff. 

In September 2017, I moved over to the private sector. I joined my husband the Managing Director of our family Construction Company, “Camilleri Construction Limited,” based in Cardiff. I currently Manage all HR, business improvement, Compliance and Risk. I am very pro-active in promoting Women in Construction and Mental Health Awareness.

I have proudly been the Chair for the region of Wales for the Association of Project Safety (APS) since 2019. I am again proudly, currently the chair for the South Region of Wales for the Working Well Together Group. I represent our Company on the Glamorgan Training Group; I have supported in the planning and running of Careers Wales events. I am currently on the board of directors for a non-profit company based in London called, “Roots to Change.” Our vision is for an inclusive and just society, where the rights of all are respected and protected.

I am a qualified lead auditor for ISO 9001, 14001 and 45001 and also a qualified Mental Health first aider.

I am a qualified football coach for Wales for the Under 16’s Category. I currently coach a fantastic local Cardiff under 11’s girls team. I am lucky enough to be a mother of two lively children and two loving dogs.

I believe we should strive to be inclusive, participatory, collaborative, impactful, and accountable. I passionately believe it is imperative to instil a lifelong love for learning for all.

With 40 years experience working in the built environment, Richard now specialises in forward thinking risk leadership. His early career was in steel fabrication, demolition, and civils where accidents were common and severe. After mature study at bachelor and masters his career progressed in project and design management with in Tier 1 contracting. He then specialised in the new CDM regulations from 1995 and from the late nineties into health and safety risk management generally. He established Abco Safety Management in 1997 and for 19 years led a professional team who provided national services in health and safety consultancy, CDM design risk management and both roles of CDM-C and then Principal Designer. 

Richard is a Chartered Safety and Health Practitioner, Chartered Building Engineer with a wide and extensive experience. Richard then spent several years as a Group SHEQ Director of a national property maintenance Group with over 1700 employees working out of 32No regional branches and his final role was Chief Risk Officer as the group expanded globally. In 2014 Richard took over as Association for Project Safety (APS) National President and positively steered the organisation through the new CDM 15 Regulations. 

Richard’s positions and representation include: The Construction Industry Council (CIC) Health and Safety Committee, The Construction Health Leadership Group, CABE Director, The Design for Healthy Task Group, HSE’s Asbestos Liaison Group, ICE Health & Safety Experts Panel and career highlights include defining design risk management processes as the CDM Advisor of the HSE HQ development at Bootle, in advising on design risk management for the landscape design of the Olympic Park in 2012 and in launching and drafting the Foreword for the APS Principal Designer Handbook (Guide to CDM 2015).

Sam is a Chartered Architectural Technologist, Chartered Construction Manager and is a Professor Emeritus at Edinburgh Napier University. He has a background in professional practice as a partner/director specialising in design and building performance, investigation, appraisal and evaluation.

His wealth of experience includes Chairing Quality Assurance Agency (QAA) Subject Benchmark Statement for the Architectural Technology Review Group which embedded Health and Safety within its new standards, undertaking duties as external examiner for universities undergraduate, postgraduate and doctorates and acting as accreditation assessor for professional bodies (RICS, CIOB and CIAT).

He is a Past President of CIAT, and is currently Chair of the Institute’s Education Board, Industry Chair of the Sustainable Traditional Building Alliance (STBA) focusing on retrofit design.  He is also chair of the higher education group for the Construction and Built Environment Education Committee and member of the board of Qualifications for industry.

He has been actively involved with BSI work on building safety competences and member of advisory panels for development of competency frameworks and professional functions. 

During his career in academia, Sam has served on government, professional and national built environment education committees. He has held various positions as Professor, Director of Research in Built Environment, Chair of the Research Committee for the Council of Professors of Building Engineering Management, a member of the Scottish Building Regulations Advisory Committee. He has recently been a member of Scotland Government Review Panel on Building Standards (Fire Safety) and Thermal standards.

Over the last 25 years Sam has led twenty major externally funded projects with a value in excess of 30 million Euros. He is also an external assessor for UK research bodies and also the Italian Government for the assessment of Research projects in Architecture, Architectural Technology and Sustainability.

His main areas of research expertise are in building performance, process mapping, sustainability, Smart Cities and Design Futures and has published and presented nationally and internationally.

Sam still lectures at Edinburgh Napier University at undergraduate and postgraduate level in design, building regulations and fire engineering.

Helena is a highly experienced construction industry director with over 25 years of expertise in CDM consultancy. As Managing Director of GHPC Group, she has led Principal Designer, CDM and H&S Advisory services for major infrastructure, mixed-use, strategic residential projects and across various sectors, including commercial, retail, education, leisure, defence, and rail.

Starting her career as a Chartered Quantity Surveyor, Helena later specialised in construction claims and home warranty defect investigations before transitioning to CDM. She has since driven GHPC’s reputation for excellence in CDM and Health & Safety, delivering key projects such as Twickenham Station, Newbury Racecourse, and Great Western Park, Didcot and progressed GHPC’s relationship with many of the UK’s National Housebuilders.

A pragmatic leader, Helena builds strong relationships based on trust and professionalism. She has played a pivotal role in developing GHPC’s Principal Designer and CDM services post-CDM 2015 and has supported clients navigate the Building Safety Act. Passionate about industry improvement, she has co-chaired the CONIAC Supporting Small Employers Group for over five years, contributing to CDM and H&S guidance for SMEs.

Chris Ottaway is a seasoned Managing Director with over 30 years of experience in management, governance, and technical consultancy. He has worked globally across sectors including SMEs, public companies, local authorities, and health authorities, providing strategic leadership, retained management services, and non-executive directorships.

As Managing Director of Ottaway & Associates Ltd since 1992, Chris has led consultancy projects in quality, environmental management, safety, and project governance. He also served as a Main Board Director at SQA Consultants PTE Ltd and Managing Director of Ottaway & Associates (Hong Kong) Ltd, supporting the Hong Kong Urban Council on environmental and project delivery matters.

Chris holds a BSc (Hons) in Environmental Engineering and multiple industry accreditations, including Chartered Engineer (C Eng) and European Engineer (Eur. Ing) status. A Fellow of several leading institutions, he continues to drive excellence in engineering, project management, and safety, making a lasting impact on the industry.
