APS are proud to join over 70 organisations across the built‑environment sector in supporting RIBA’s call to government to raise the age of eligibility for Level 7 apprenticeship funding to 25.

Why this matters

From January 2026, funding for new Level 7 (master’s‑level) apprenticeships is due to be restricted to people aged 16–21 (or those already enrolled).

Without raising the age limit, many aspiring built‑environment professionals, particularly those who take non‑traditional or delayed career paths, or who have caring or family commitments risk losing access to an important, flexible route into architecture, planning and other design/construction roles. Level 7 apprenticeships play a vital role in creating a robust pipeline of qualified professionals needed to deliver the government’s ambitions, from building 1.5 million homes, to delivering new towns, and reaching net‑zero targets.

APS’s Position

APS supports this joint call because we believe:

• Everyone, regardless of background or age should have fair access to high‑level training and opportunity.
• The built‑environment sector benefits from a wide mix of experiences, perspectives and life paths; restricting apprenticeships based on age undermines diversity.
• A strong, diverse and inclusive talent pipeline is essential if the UK is to meet urgent housing, infrastructure and sustainability challenges.

We join RIBA and the wider coalition in urging government to restore funding eligibility for Level 7 apprenticeships up to age 25 to keep pathways open, support diversity, and build a more inclusive, resilient built‑environment workforce.
