Building regulations: Designing for Fire Safety - Integrating the duties of the Principal Designer under the Building Regulations and the Principal Designer under CDM

A key element of the post Grenfell initiatives is to substantially improve Fire Safety in buildings. 

This session will compare CDM 2015 / l153 Reg 29 with Approved Document B, and how these interface with the FSO, HSG 168 and other Fire Safety requirements.

About the speakers

Andrew Leslie, Interim CEO, Association for Project Safety

Andrew Leslie qualified as an architect but began specialising in design and construction health and safety in 1995 and became a member of APS the same year. Between spells working as a CDM Consultant, during which he developed and delivered CDM training courses, he has built up experience working with several Membership organisations. Andrew joined APS in 2014 as Technical and Standards Manager and was principal co-author of the APS’ Principal Designers Handbook. Shortly after the book was published, he was lured back into consultancy to develop CDM support services and training, working extensively on regeneration projects in London. During this period, he became heavily involved in the post-Grenfell developments leading up to the Building Safety Bill. He re-joined APS as Head of Membership in 2021.

He was Director of Practice at the Royal Incorporation of Architects between 2006 and 2009 and was part of the team that developed a scheme for Approved Design Certifiers and is a co-opted member of the RIAS Energy Certification Scheme Committee. He has an Asbestos Surveying qualification.

Mark Snelling, Managing Director, Safetymark Consultancy Services

Mark Snelling is a health, safety and fire consultant for the Property Institute, President of the Association for Project Safety Policy and Regulation Committee, member of the HSE’s Interim Industry Competence Committee’s Capability & Capacity Workgroup and an Executive of the Building Safety Alliance.

After starting work as a construction project manager, he moved into health and safety and then into fire safety. He is chartered builder (MCIOB), Graduate member of IOSH (Grad IOSH) and Registered Fellow of the Association of Project Safety (RFaPS).

He is technical author of ARMA health and safety and fire safety guidance notes and the Association for Project Safety’s Building Safety Act briefing notes.
