Celebrating the Building Safety Alliance’s new charity status The Trustees of The Building Safety Alliance are pleased to announce that the Alliance has been accepted as a Charitable Incorporated Organisation (CIO). At the inaugural meeting, they confirmed Anthony Taylor as Chair to lead the organisation into the future.

Trustee representatives came together in the aftermath of the Grenfell tragedy to collaborate on a competence framework for those managing buildings. Keen to further a joint vision of delivering safe buildings for residents and society at large, the founding organisations wanted to formalise the cooperations that followed across policy, legislation, competence development and implementation of the new regulatory regime.

Charity status was deemed the best vehicle for achieving the Alliance’s objective, which is to preserve and protect the health and safety of the public in the built environment, and particularly the residential occupied sector, by promoting standards and best practice in the management of safety in buildings, especially for residents.

Over the last few years, the Building Safety Alliance has published several guidance documents, with several more to follow over the coming months. Three documents will be published in support of the golden thread this month, and an update of our standard 'BSAS 01 Organisational Capability Standard - Competence Assurance' will be published shortly.

The development of these documents is a testament to the dedication and expertise of industry professionals who have tirelessly, and voluntarily, collaborated in delivering this guidance, so that building safety standards and operational practices can be improved, and people can be safe in their homes. Our organisation will remain flexible and agile to meet the needs of the occupation phase and collaboration will remain at the core of its mission.

Notes to the editor

1. The Building Safety Alliance became a Charitable Incorporated Organisation on 24th January 2025. The charity is comprised of organisations representative of, and from across the sector managing the occupation phase. The ‘Council’ of the Building Safety Alliance includes supporters and experts coming from the social housing sector, commercial and residential management, facilities managers, and fire safety experts.
2. Representatives want to drive culture change and competence in buildings to give residents safe homes. Many of them first worked together as Working Group (WG8) to develop the competence framework for Building Safety Managers, under the auspices of the Competence Steering Group. WG8’s report Safer people, safer homes: Building Safety Management was published on 5th October 2020.
3. The founding organisations who all have put forward trustees are: Association for Project Safety, Construction Industry Council, Institute of Workplace and Facilities Management and The Property Institute
4. The vision of the Building Safety Alliance is to deliver safe buildings for residents and society at large by: • bringing together representative bodies and organisations with one voice to deliver on its vision. • driving culture change, competence and best practice throughout the occupation phase, through collaborative working. • bringing together resources for the betterment of the sector. • promoting excellence in safety management in residential buildings, including promotion of residents’ voice and PAS 8673:2022 Competence Framework for the Management of Safety in Residential Buildings. • delivering a cross industry independent master scheme for validation of competence against which assessment schemes, training and ongoing upskilling, should be developed to encourage improvement in safety management competence and business practises’ culture across the built environment, but particularly for residential buildings. Collaboration with wider resident groups will be an important element. • supporting the implementation of the Building Safety Act 2022, the Fire Safety Act 2021 and the amended Regulation Reform (Fire Safety) Order 2005.
5. The Building Safety Alliance Ltd was incorporated on 14 April 2021. It will operate in service of the Charity as its commercial arm so that the Charities’ objective can be met.
