Has the Construction (Design and Management) Regulations significantly improved health and safety in the UK Construction Sector?
27 years have passed since the Construction (Design and Management) Regulations were introduced in April 1994.
In view of recent annual construction site safety blitzes carried out by HSE, from 1800 construction sites visited in one year, 43% failed to meet basic health and safety compliance, 400 sites served with improvement notices for material breach and 250 Prohibition Notices issued for serious life-threatening conditions. This would suggest that CDM 2015 is not working as it was intended to do.
Brian Lambert has recently written a Paper on whether the CDM Regulations have made any significant improvement to the health and safety of workers based on his personal experience as a health and safety professional and Principal Designer.
His presentation will consider if it can be claimed an improvement or, to contest if in fact fatalities and injuries can even happen on the best run construction projects. Who is to say that the reduction in deaths and major injuries would not have occurred organically with the developments in science, technology, and generational attitudes?
