Development of the CDM Regulations over the last 30 years

This presentation will cover the development and implementation of the 1994, 2007 and 2015 versions of the CDM Regulations. 

In doing so, the presentation will cover what worked well, what did not work quite as well and why changes were made to the 1994 Regulations and accompanying ACOP to give CDM 2007. The changes that resulted in CDM 2007 were informed by a considerable number of reviews and industry consultations undertaken in the first decade of this century. 

In contrast, the drivers for CDM 2015 included Lord Young’s review of the H&S system, culminating in his report ‘Common Sense; Common Safety’, Professor Löfstedt’s review of H&S regulations, the ‘Red Tape Challenge’ and compatibility with the EU Temporary or Mobile Construction Sites Directive. These influences will be discussed.

The presentation will conclude with an overview of what has been achieved over the past 30 years and thoughts on some of the challenges that remain.
