Published on 19 June 2025 as part of Labour’s Plan for Change, the 10-Year Infrastructure Strategy forms a key pillar of the government’s growth agenda. Its aim is to raise living standards across the UK by creating and connecting people to good jobs, supporting new housing and vibrant communities, improving access to vital public services, and building resilience in response to a changing world.

Key Highlights:

· £725 billion investment over the next decade to modernise public infrastructure

· At least £9 billion per year earmarked for repairing and upgrading hospitals, schools, colleges, courts, and prisons—rising to £10 billion by 2035

· Transportation & housing emphasis:

• £1 billion annually for roads, bridges, and flyovers

• £590 million kick-starting the Lower Thames Crossing

• £16 billion via a National Housing Bank to fund 500,000 new homes

• National Infrastructure and Service Transformation Authority (NISTA) formed to unify planning and ensure delivery

• Strategy focuses on long-term maintenance funding, private investment, and enhanced planning transparency (including a public pipeline of upcoming projects updated semi-annually).

• It excludes megaprojects (e.g., HS2, Sizewell C, Dreadnought subs), prioritizing smaller, impactful infrastructure.

Why is this strategy of importance for APS and its members:

This marks the first sustained, co-ordinated, and long-term public infrastructure investment plan in years. It sends a clear signal of stability and certainty around plans and expected expenditure in the built environment which are key conditions for unlocking private capital and supporting economic growth. Plus, with detailed project pipelines and new oversight through NISTA, we should start to see more accountability in how projects move from planning to delivery.

For the delivery of this strategy, competent people in the built environment will be needed. APS recognises the critical role its members play in shaping a safer, more resilient infrastructure. Beyond engaging with the Government towards the delivery of that skilled workforce, APS stands ready to support its members in maintaining and further developing their competence with a growing offer of training and CPD.
