The Industry Competence Committee (ICC) has launched a consultation on its draft Principles for Informed Clients. APS CEO Andrew Leslie is a member of this client guidance development group, helping to shape the draft principles. APS will submit a response to the consultation and encourages members to engage as well.

The draft principles set out what is expected from client dutyholders, reflecting the duties set out in Part 2A of the Building Regulations 2010 (England).

The principles are designed to:

• provide a clear, high-level framework to support client decision-making

• encourage proportionate oversight based on risk, complexity and building lifecycle responsibilities

• support stronger governance, accountability and culture

• help clients contribute to safer outcomes through the way they commission, procure and oversee building work.

The consultation seeks feedback from clients, contractors, consultants and the wider supply chain to ensure the principles are grounded in real-world delivery.

Input is sought on whether the proposed principles:

• are clear and proportionate

• support better competence management in practice

• will help raise standards across projects and portfolios.

The consultation responses will directly inform the final version of the guidance and will support future additional guidance and tools, including practical examples to help industry implement these principles effectively.
