Russell Adfield, Principal Inspector of the HSE will deliver the keynote speech at this year's APS National Conference 2016.
He will talk about the regulator's experience of CDM2015 and highlight the need to embed the regulations across the industry, particularly including small projects.
Since CDM2015, small projects have to be managed differently. The commercial Client has duties to understand and must think differently about how they engage with their project. Health and safety must be delivered proportionately and appropriately to the project size and type, but this will vary greatly as each project is unique.
Russell Adfield is head of HSE’s national Construction Management Unit. Russell was a member of the CDM 2015 project team involved in developing the objectives and drafting the regulations. Russell also heads the Construction Division’s strategy and planning functions. He is responsible for advancing a number of industry agendas including designer education, delivering CDM dutyholder compliance, and leadership and worker involvement.
